Richard W. Foster, Jr. from Junction, Texas, received his B.A. Degree with honors from Southwest Texas State University and his legal education (J.D., 1977) from St. Mary's University, San Antonio. Foster is Board Certified in Oil, Gas and Mineral Law; Farm and Ranch Real Estate Law; Residential Real Estate Law; and Commercial Real Estate Law by the Texas Board of Legal Specialization. He is a member of the College of the State Bar of Texas. He is a former U.S. Marine and Vietnam Veteran. Richard W. Foster Jr. is a partner in the law firm of Foster & Harvey, P.C.
Robert E. Harvey, IV is from Nixon, Texas, and was admitted to the State Bar of Texas in 1996; also admitted to practice before the U.S. District Court, Western District of Texas. He received a B.S. Degree in 1993 from Texas A & M University (Cum Laude). Harvey received his J.D. Degree in 1996 from St. Mary's University of San Antonio. Robert E.
